DEFENCE AND PUBLIC ORDER: HKG PROJECTS WHICH ARE DEPENDENT

ON RESOLVING DEFENCE LANDS

1. You asked whether HMG could in some way find itself paying for part of the costs of the projects outlined in the attached Hong Kong telno 3214.67

2. I agree with your assessment that there is no question of us being asked to pay for these projects. Even if we were to insist, against HKGs better judgement, that the projects should be delayed, I do not see how Hong Kong could ask us to pay or contribute.

As I understand it, what Hong Kong are doing is seeking to inject these projects into the public works programme at the appropriate times. Without knowing the details, it is

hard to tell whether this is necessary so that resources are

actually committed in the Architectural Services Department etc to start work, or whether it is simply ensuring that the projects are in the programme and therefore funded with work to begin later. If it is the latter, then it is always open to HKG to put up a special case for them to jump the

queue.
