Hong Kong: Future RN Presence

The Secretary of State has seen your submission of 23 October. He would like to know whether a 1993 PES bid by the MOD will do. Given that the PES round for 1992 is virtually over, it is too late for the MOD to bid now.

The Secretary of State thinks that we should have written to the MOD somewhat earlier.
