PROPOSAL TO CPX THE REINFORCEMENT PLAN IN 1992 (EX WINGED DRAGON)

The Chairman explained the background to the exercise. He confirmed that the Army had agreed to provide a Project Officer who would be in post by the end of 1991. The level of CMO activity had yet to be agreed, but this would be addressed at the Main Planning Conference at the end of this year. He reminded members of the extreme sensitivity of the exercise from a political point of view.

28. ADofD Cts (JW/Ex) followed by saying that the EXSPEC was due for publication very shortly. He had written to Sec (0) (C) about their concerns over the CMO input, with the view that the major effort should be in Hong Kong rather than MOD.

ACOS J3 BFHK stated that they were broadly content with the progress of the exercise planning. The project officer, whilst agreed, had not yet been named. He also said that BFHK were keen to conduct a CONCOMMEX in conjunction with WINGED DRAGON.

30. ADofD Cts (JW/Ex) explained that whilst there might be scope for traffic generated by WINGED DRAGON to use CONCOMMEX facilities, the primary aim of such an exercise was to test technical aspects of strategic communications back to High Wycombe, and to train operators. That said, the UKCICC communicators would discuss what compromise was possible during their forthcoming recce to Hong Kong.

JTP 30

31. The Chairman explained that there was little to say on this item. Staffing of JTP 30 had taken rather a long time, however, it had now been circulated. Fortuitously it was due for review again in November 1992, therefore the lessons learned from WINGED DRAGON could be incorporated straight into the JTP.
