and retention have been improving since the beginning of 1991 as the employment situation locally becomes less tight. If this can be sustained, the Force should be able to maintain an effective operational strength up to and beyond 1997".

13. Para 38. The content of this para is out of date. It should be revised in line with the latest JIC assessment. A possible redraft might be -

"RHKP Special Branch (SB) is being reorganised. present, it is an effective intelligence organisation, some 1,000 strong. By mid-1992, SB's local non-China oriented operations will be performed by a "Security Wing" which it is envisaged should have a continuing role as part of the Police Force after 1997. The present SB operational wing, which monitors Chinese activities, will be reorganised into a core group of some 230 staff which will remain until its disbandment in 1995.

This para will have to be amended to take account of the comments in redrafted Para 37.

15. Para 47 It is not clear why the factors which appear to apply to LECS in respect of morale etc. do not also apply to the RHKPF. It is inconsistent to suggest that LECS can be expected to remain loyal, motivated, etc. whilst the RHKPF can not.

16. Para 51 It would be helpful to provide an assessment of the total costs of unaccompanied service so that we can determine whether, in overall HKG terms, this would indeed be a cheaper option.

I do not intend to comment on the future role of the RN pending the outcome of currently ongoing discussions on whether or not the 3 Peacock patrol craft vessels should remain in HK waters between 1992 and 1997. We do not accept that the military case for retaining the vessels is weak; does HQBF.
