7. Para 21 The HKG continues to attach great importance to the RHKPF having the ability to act autonomously in all areas of activity which fall to the SAR. The "stronger for longer" concept does not compromise this position since, except in a worst-case scenario, the Garrison's role will be largely symbolic, providing the "reassurance" to which reference is made in para. 29.

Para 22 During the renegotiation of the 1988 DCA, sensitivities on funding did not influence the views of the HKG on the future size of the Garrison. Both sides sought to determine the overall quantum of costs and apportionment. no time did we discuss reducing overall costs by accelerating withdrawal timings.
9. Para 23. The "stronger for longer" concept was not an entirely HKG initiative. It was formulated in consultation with HQBF and MOD. It is incorrect to suggest that the funding of the British garrison has become a less sensitive issue. It remains a very sensitive issue locally.

10. Para 29 There is no present evidence to suggest that the Police could not deal with any foreseeable situations on their own. But it is only prudent to have some extra force in reserve for both practical and psychological reasons even though, as the review notes, there would be political constraints on the deployment of the Garrison in support of the Police which would inhibit the scope of the role the Garrison might play.

12. Para 37. This paragraph is misleading and inaccurate. A suggested redraft is -
"Currently the RHKPF is some 1000 men below establishment. It is estimated that, if strength continued to drop at the rate of recent years up to the year 2000, routine policing would certainly be affected but there should still be an effective internal security capability. In order to cope, with the current shortfall in strength, the Force is taking various measures to improve staff deployment and resource utilisation.
