Incidents Involving Chinese Patrol Vessels

in Hong Kong Waters

I called in Chen Guoping of NCNA this morning and went

through with him the attached speaking note dealing with six

recent incidents in Hong Kong waters.

I said we had been pleased to note that the number of

incursions had decreased over the past year. But we were

seriously concerned at this recent spate of incidents, in

particular since some of them seemed to indicate that members

of the Chinese security forces were involved in criminal

activities. The first case was especially worrying because

Gong Bian officers had pointed their weapons at RHKP officers. The potential for an ugly incident was obvious.

I said I hoped that the details we were providing

would enable the Guangdong side to make a thorough

investigation of the facts. It was in both our interests to

stop smuggling between Hong Kong and China. The Guangdong

authorities had made clear that it was not their policy to exercise jurisdiction in Hong Kong waters. I hoped they could

make clear to Public Security officials that they should

observe this policy. The indication from the fifth case in the

speaking note was that the message had not got through.

Chen agreed that some of these cases sounded very serious. He undertook urgently to convey the details to the Guangdong authorities and to pass on their response.
