in the administration and logistic support area, and an early decision

on its future is required.

ADMINISTRATIVE. BUDGETARY AND LOGISTIC SUPPORT

General.

19.

All administrative, budgetary and logistic support for the Brunei Garrison is currently provided for by BFHK. This support is provided

by the Staff and the relevant Arms and Services, on a functional basis, with the HQ providing when necessary, staff support, technical advice and assistance, materiel and manpower support and the Special

to Arm focal points. These functions will have to be inherited by the HQ assuming responsibility, but because of the considerable increase in geographical distances between the two, it will necessitate greater

self sufficiency by the Garrison. This will reduce movement of personnel and materiel and thus allow for the distance from its support base in

in the UK; but in consequence, minor establishment

enhancements and increased stock holdings will be required. The

proposed enhancements, outlined below and summarised in Appendix 2,

must be subject to detailed staffing between HQ BFHK and the nominated

HQ following the 1993 Biennial Review, in order that numbers can be

agreed for inclusion in MPT 96. Should the present agreement with the

Sultan not be extended beyond 1998, it is possible that some ad hoc

arrangements, rather than the full range of enhancements, might bridge

the gap between 1996 and 1998. Nevertheless, any increases to the

establishment should be paid for by the Sultan, and the FCO wil have

to negotiate this through the High Commission in Bandar Seri Begawan

in due course.

20. LSP in Brunei.

DMAO will need to reconsider some aspects of the

present support for LSP serving with the RBAF following decisions on

the future command and control of the Garrison.
