101. In brief, the JTP allows for one brigade (3 x bn) with support troops and JFHQ augmentees to einforce the Garrison to meet threats of internal unrest possibly leading to threats to Hong Kong's
territorial integrity. Provision is also made for the deployment of second brigade should the Garrison be faced with both internal security disturbances and concurrent tension along the Sino-Hong Kong border simultaneously with a call from HKG requesting assistance in dealing with the large number of camps in the Territory housing VMS.
1992 CPX.
102. The 1989 Review of the Hong Kong Withdrawal Plan identified the need to consider exercising the contingency reinforcement of Hong Kong under the provisions of JTP 30.
JTP 30. The Hong Kong Steering Committee which sat in July 1990, unanimously agreed that a CPX should be held to validate the reinforcement plan in the run up to 1997.
103. An Initial Planning Conference (IPC) has been held, and the Chiefs of Staff have endorsed the requirement for the CPX. It will be called Ex WINGED DRAGON 92. However, the point has been made that
it will be a highly sensitive exercise necessitating a closely controlled PR line.
