9. The award of places to Eastern European students will be dependant on the appropriate security clearance being given see also paragraph 24 below.
NORTH AMERICA

I believe the decline from six to five places should be effected by reducing Canada's previous allocation from two to one. The United States should receive four places as usual.
AUSTRALASIA
11. New Zealand should continue to receive one place, given our interest in trying to preserve the effectiveness of their armed
forces. Australia's allocation should reduce from three to two,
but a third place should be placed on the reserve list for particular consideration should a late vacancy arise: Australia have in the past been able to come up with good candidates at very short notice.
THE MIDDLE EAST AND NORTH AFRICA
12. Despite the increased importance of this region following the Gulf war, the allocation of places remains fixed at four, reflecting College concerns about too great a preponderance of Muslim students (who tend to concentrate into unresponsive cliques, to the general detriment of the course). However the availability of floating and reserve places provides the flexibility to do more for the region should we wish to do so.
13. Given their key strategic position in the Gulf, and in the
light of the significant military restructuring which they are carrying out, I believe places should be offered to Saudi Arabia and Kuwait. Egypt is a strong candidate following their major
