In the meantime, combination of the Pressler Amendment and a poor economic base has put serious pressure on Pakistan's defence programme.

Events in Sri Lanka have centred on the government's renewed military conflict with the Tamil Tigers; this has developed into a ferocious and costly war in which the military appear to be making slow progress, and where there appears to be no political solution. However, the support which the Tamil Tigers have received in the past from Tamil Nadu must be in doubt following the assassination of Rajiv Ghandi. Our relations have been strained with Sri Lanka over their human rights performance, and over the expulsion of the High Commissioner in June 1991.
