through a period of military and political flux examples being

the Middle East and Sub-Saharan Africa and while it is too

early to make changes to the number of guaranteed places offered

to these regions, the need for flexibility has been recognised

by the introduction of floating places to be allocated in the

light of circumstances at the time. The main losers in terms of

guaranteed places have been NATO Europe, North America, South

Asia and Australasia. A comparison of the new regional allocation

with that used for the 1992 course is shown below:

5. This distribution of places will remain subject to review and

may need to be adjusted in future years. But I believe it represents a sensible formula with which to guide the allocation

of places for the 1993 course.
