One of the many points covered was the importance of strengthening education about the legal system. The first document said that all citizens capable of receiving training should participate in general legal studies (pufa xuexi) and over 80% would be expected to pass a test in the subject (SCN 16, 19 Oct, SSZD 15-24 Oct).

Shenzhen Energy Resources Company has been established by decision of the municipal government to exercise independent management of electrical and other energy undertakings in the municipality (SSZD 22 Oct).
Shantou Special Economic Zone

As decided by the State Council in April, Shantou SEZ is being expanded from 52.6 to 234 sq km with effect from 1 November.
During his visit to Shantou (9-11 October) Li Peng said that the special economic zone should concentrate on developments involving advanced technology. He commended the zone's achievements in fostering "spiritual civilisation" (SD 12 Oct).

China Daily of 28 October contained a four page supplement on the recently expanded Shantou SEZ, including an interview with Wu Bo,
Director of Administration of the zone. Wu said that up to August this year the city had approved 1,211 foreign-funded projects with pledged total investment totalling [US]$730m; $304m of foreign funds had been put into actual The paper gave the population of Shantou municipality an 8.98m and outlined six key projects said to be now under way. The include a deep water harbour, 2,300,000 km coal-fired power plants, a bridge across the harbour entrance, the rail link to Guangzhou, an expressway to Shenzhen and a water supply plant.

In an interview with LWOE (7 Oct) Fujian, Governor, Jia Qinglin suggested opening Meizhou Island (north-east of Quanzhou) as a port for passenger and cargo vessels from Taiwan.
He described the growth of indirect postal and telephone communications with Taiwan. He estimated the extra amount paid to third parties because of the absence of direct communications as over US$10m annually. The same issue of LWOE carried an interview with Xiamen's Mayor, Zou Erjun, in which he called for the opening of direct communications. He said that there were 136,000 visits to Xiamen by Taiwan compatriots last year, and up
to July this year a total of 456 investment projects by Taiwan businessmen had been approved; represented investments amounting to US$1,130m total value of overseas investments in Xiamen.
