At a conference on "regulating" karaoke and dance halls (said to number nearly 2,000 throughout Guangdong), Vice-Governor Li Lanqing called on localities in the province to ban the "three companionships", including prostitution, at such establishments (YCWB 22 Oct, SD 23 Oct).

Transactions at the Guangzhou Fair, held from 15 to 30 October were said to have reached a record total of [US]$6.073bn, compared with $5.74bn at the spring fair and a similar amount last autumn (China Daily 31 Oct). According to a Hong Kong press report, photographs displayed in the exhibition hall included one of Zhao Ziyang at an earlier fair.

The 2nd session of the 1st term Shenzhen municipal People's Congress was held from 15 to 18 October. A meeting of the municipal Political Consultative Conference was held from 14 to 18. The main item on the agenda of the meetings was the municipality's outline economic development programme up to 2,000 and five-year plan (1991–95). Party Secretary Li Hao addressed the Consultative Conference and Mayor Zheng Liangyu addressed the congress on this subject.

Chairman (Zhuren) of the Congress Standing Committee delivered a report to the meeting on the work of the Committee and gave an interview to SCN in which he called on the congress and standing committee to safeguard the Communist Party's line and policies, and to perfect its system of reporting to the party committee. He also emphasised the Standing Committee's role of supervising the municipal government, procuratorate and court (SSZD 16-29 Oct).
