A recurrent theme throughout the visit was the benefits brought about by economic cooperation between Hong Kong and China, and the need for continued and closer co-operation. The delegation was keen to demonstrate that China is reform-minded and trade-oriented: on a number of occasions they spoke about the development of their foreign trade reforms.

The NCNA escort, Mr Huang Quanheng, only came to Hong Kong in late June, after some 10 years' service in Africa and 6 months' waiting in Beijing for a posting. It was clear that NCNA did not send him to "escort" the delegation but to familiarise himself with our workings. At the cocktail reception hosted by the SCS, Huang made very strong remarks against the democratic movements in Hong Kong, directing his criticisms particularly at the frequent demonstrations outside NCNA.

The next HKG delegation will visit Peking from 21 to 31 August. This will be a 7-member team led by Mrs Elizabeth Wong, Secretary for Health & Welfare.

NCNA has indicated that a MFA delegation would be available to visit Hong Kong in November/December. There might be changes to the plan since, as you are aware, a visit by Chen Ziying of HKMAO, State Council, is also being contemplated.
