4. The Governor last met the Prime Minister on 6 December

1990. On that occasion he was accompanied by members of the

Executive Council. Despite this relatively recent call, there have been important developments since then on Hong Kong which have required the Prime Minister's attention. In Hong Kong terms such a meeting would demonstrate the Prime Minister's continued interest in Hong Kong at this important

stage in the territory's future.

In line with usual practice, the Governor would like to call on the Secretary of State and Lord Caithness during his visit. If possible, he would prefer to call on the Secretary of State on 25 June. If this is not possible, I

understand that a slot is available at 1115 hrs on 26 June.

In addition to an office meeting, I understand that the Secretary of State is considering offering hospitality to the Governor. This would be much appreciated, but I think that an office meeting would still be very desirable to

allow full discussion of the issues.

6. If possible, the Governor would also like to have two separate meetings with Lord Caithness. There is too much ground to cover in a single meeting. Provided

Lord Caithness' diary permits, I support this idea. There

are slots available on 25 and 26 June at 1200 hrs and 0930

hrs respectively.

A copy of the draft programme, incorporating these provisional timings, is attached.
