We see no need for any reference this year. The 1989 reference fanned Chinese suspicion that we were trying to "internationalise" Hong Kong: not in our interests to

re-open controversy.

B.

ATTITUDE TO 1989 COMMUNIQUÉ LANGUAGE

Out of date: the reference to Hong Kong people's "concerns"

was justified after Tiananmen, but confidence is now higher; reference to Hong Kong people's participation in

Commonwealth activities provocative to Peking.

C. KEY REFERENCES

No actual texts.

D.

KEY DELEGATIONS

Canada, Australia, New Zealand and probably Singapore

sympathetic: Canadians may need persuading that it is better for Hong Kong not to mention it. Pakistan and perhaps Zimbabwe will want to keep China in the picture and to do as China prefers.
