We see no need for any reference this year. The 1989 reference fanned Chinese suspicion that we were trying to "internationalise" Hong Kong: not in our interests to
re-open controversy.

Out of date: the reference to Hong Kong people's "concerns"
was justified after Tiananmen, but confidence is now higher; reference to Hong Kong people's participation in
Commonwealth activities provocative to Peking.
