As in the past Heads of Government will wish to take note of and consider matters arising from the Report submitted by the Chairman and Board of Governors of the Commonwealth Foundation (HGM(91)15).

ADMINISTRATIVE MATTERS

Arrears of contribution to the Secretariat Budget are a matter of growing concern given the management and budgetary problems which result and therefore the adverse impact on programmes and activities. At Port Moresby Senior Officials agreed that, after engaging in formal consultations with defaulting countries, the Secretary-General should present a report to this Meeting, including possible recommendations on the feasibility of further measures (HGM(91)16).

I know from my recent visit to Zimbabwe how much President Mugabe is looking forward to welcoming you in Harare, for a summit which promises so much for the future of the Commonwealth. At this, my first Heads of Government Meeting as Commonwealth Secretary-General, I feel the privilege of participating in what promises to be an historic meeting.
