(£) Other Matters of Functional Co-operation (HGM(91)9)

(i) Youth Affairs

The Commonwealth Youth Affairs Council (CYAC) is asking that their regular biennial meetings should in future become a meeting at ministerial level.

(ii) Scientific Co-operation

At Kuala Lumpur you agreed with the need expressed by the Commonwealth Science Council

special meeting of Commonwealth Ministers responsible for Science and Technology to give stimulus to national scientific systems and to further Commonwealth co-operation. That meeting was held in Malta from 16 to 17 November 1990. Ministers in acknowledging that it had been extremely useful decided to request you to consider institutionalising the meeting on a regular basis.

(iii)Management of Technological Change

You are being asked to consider the urgent need for financial contributions to carry out the proposed programme of the Commonwealth Consultative Group on Technology Management (CCGTM) which was established in September 1990 in keeping with your decision at Kuala Lumpur.

(iv)Health

You may wish to survey progress in co-operation in key areas of concern such as illicit drugs and AIDS. Indeed, I have been specifically requested to include in the agenda an item on "The Global Epidemic of AIDS and HIV Infections: An Overview of the Present and Future Dimensions and Impact on Economic Growth and Development".

(v) Rights of the Disabled

Some of you have asked for a discussion of the needs of the disabled with particular attention to enhancing the relevant legal and institutional frameworks in member countries.

(vi) Education

Student mobility continues to be an issue of major concern and some proposals for introducing a more favourable fee regime for Commonwealth students are outlined in HGM(91)9, together with comments on the resource problems

problems of establishing the Commonwealth Higher Education Support Scheme (CHESS), which you mandated at Kuala Lumpur.
