IMF/IBRD ANNUAL MEETINGS AND COMMONWEALTH MINISTERS MEETING

BRIEFING

This letter commissions briefing for both the Commonwealth Ministers meeting in Kuala Lumpur on 8 and 10 October and the IMF/IBRD Annual meetings which will be held between 15 and 17 October in Bangkok. Agendas have not yet been issued for these meetings and so it may be necessary to commission further briefing relatively short notice. The Interim and Development Committee meetings will also be held in Bangkok, on 13 and 14 October.

2. The attached list allocates briefing responsibilities interests. Would those responsible for the briefs please ensure that they are cleared with all other interested parties, including the relevant Treasury divisions, before submitting them?

3. Briefs should be concise and adhere to the standard format of objective, line to take and background. I attach an example taken from this year's Spring Meetings.

4. We have decided, however, that briefs must be much shorter than they have been in previous years. In particular, briefs should have less prose and more figuring (preferably in tabular form). Ideally, policy briefs should be no longer than three pages and individual country briefs no longer than one, or at most two pages. All acronyms should be spelt out please and if necessary explained at the first use. (This request was not observed in all cases in the Spring exercise.) Also, all references to SDR values should be shown in their dollar and sterling equivalent values.

Briefs initiated within the Treasury should be sent to Miss Iris Fowler in WPU (Room 113/1) for typing (documents can be sent to her on divisional Officepower systems if necessary).

6. I would be grateful if briefs could be sent to Peter Hayden, Room 111/3, H M Treasury by Friday 13 September. Briefs should be submitted in an initial cleared form by that date, but can be ammended later to take account of further information, if

proves necessary.
