1. I enclose a copy of a letter from Mr Justice Kirby, President of the New South Wales Court of Appeal, and of two papers on Hong Kong enclosed with it.

2. Sir David Wilson met Mr Justice Kirby during the former's visit to Aust lia in May this year and described him as a "human rights zealot". Be that is it may we should not under estimate Justice Kirby's capacity for discrediting HMG's policies on Hong Kong both in Australia and more widely, especially through the International Commission of Jurists.

I have sent an interim reply (copy also enclosed) but I should be grateful for any detailed comments on the points he raises in his papers so that I may send him a reasoned and more authoritative rebuttal.
