Governor of Hong Kong had a series of Stocktaking meetings (with Prime Minister, Secretary of State and myself) during

his visit last week.

Chinese are concerned about financial implications of the project. The Hong Kong Government have put forward

proposals which should meet the Chinese concerns.

- We are prepared to consult the Chinese on major matters

which straddle 1997.

But it is essential that the Hong Kong Government retains the ability to administer Hong Kong effectively up to 1997. Same applies to management of project.

Must therefore retain the right to take decisions after taking account of Chinese views where possible.

Australian Contacts with China

Aware that Australia has a considerable stake in Hong Kong. Obviously in all our interests to keep Hong Kong stable and prosperous.

- We are keen for other countries to help educate the Chinese authorities in the economic realities of Hong Kong.
