you also acknowledge in your paper, it spells out the kind of future we want for Hong Kong: the continuation for at least 50 years of Hong Kong's market system and way of life, its human rights and freedoms, its laws and legal system, its own freely convertible currency and its free port. In the report on Hong Kong published in June 1989 the Foreign Affairs Select Committee described the Joint Declaration as "the best and surest Treaty base for the future of Hong Kong." Those who would condemn our policy surely have a duty also to make a judgement about the available alternatives, all of them in varying degrees likely to evoke the active opposition of the Chinese authorities and hence to have extremely serious implications for the people of Hong Kong.
