1. The Finance Committee of Hong Kong's Legislative Council/

today approved a contribution of £15 million towards the

cost incurred by HMG in the Gulf conflict. The Governor has

asked that this contribution should be drawn to the

attention of the Prime Minister (Hong Kong telno 448).

2. We have already issued a statement publicly welcoming

Hong Kong's decision. But as this contribution was not achieved without a great deal of political effort by the

Governor, I recommend that we should also ask the Prime

Minister to send him a personal message of thanks. I submit

three telegrams to the Secretary of State's party in Cairo,

including a draft letter to No 10 and a draft message to the

Governor. The telegrams have been seen and approved by

Mr Burns.
