HONG KONG: POSITION OF THE COMMANDER BRITISH FORCES ON EXCO

The Governor has sought our agreement to remove the

Commander British Forces (CBF) from ExCo when the current

incumbent is replaced in about Spring 1992. This will not

go down well with the MOD.

Recommendation

2. That we should accept the Governor's advice that this is the right time to make this move. In order to carry the MOD

with us,

I submit a draft letter, to be sent at official

level.

3. The main reasons that the Governor wishes to make this

move are:
