the Governor believes, and FCO Ministers have agreed, that the time is right to make the move to remove the CBF from ExCo.
5. The Governor is keenly aware of the need to ensure that the CBF's operational efficiency is not in any way diminished by this move. He has therefore agreed that the CBF should continue to receive, unofficially, all relevant Executive Council memoranda and be invited to attend Executive Council for discussion of security matters directly impinging on his responsibilities (eg defence lands). He would also like the CBF to continue to attend his weekly meetings with senior officials and to have regular separate meetings with him. believe that these measures should ensure that the CBF is fully up to speed on major political and other developments in the territory. Day to day contact between HQBF and Hong Kong Government should not be affected.

7. We hope that you will agree that in Hong Kong's longer term interests, it is right to take this decision now. We shall, of course, want to handle this with sensitivity vis-à-vis the present CBF, making clear that the decision is in absolutely no sense a criticism of him personally.
