Postponement of election in respect of

a single functional constituency

(1) If at any time before the holding of an election

("original election") under section 3 (1) or 11(1) of the Ordinance the returning officer appointed for a functional constituency is of the opinion that the election in respect of his functional constituency is likely to be disrupted, undermined or seriously affected by the occurrence of a typhoon or some other climatic conditions of a serious nature, or by the occurrence of some other natural emergency or catastrophe that has already arisen or is likely to arise immediately
