before the House by means of an arranged Parliamentary

Question. We are aiming at a publication date soon after the Easter Recess, in the week beginning 22 April.

2. The Report will require a foreword, signed by the

Secretary of State. I submit a draft, which takes into account the Secretary of State's recent visit to China and

Hong Kong.
