I submit the final text of this Report, which incorporates additional suggestions and amendments from Lord Caithness and others. The Report will be published on the same day in London and in Hong Kong, and will be laid
before the House by means of an arranged Parliamentary
Question. We are aiming at a publication date soon after the Easter Recess, in the week beginning 22 April.
2. The Report will require a foreword, signed by the
Secretary of State. I submit a draft, which takes into account the Secretary of State's recent visit to China and
Hong Kong.
