Annual Report on Hong Kong to Parliament, 1991

It has been the practice since 1985 for the HMG το present annual resport on Hong Kong to Parliament. The seventh such report, covering the year 1991, is due for presentation in early 1992.

The report will then be published in the form of a White Paper by HMG in London and HKG in Hong Kong.

For the purpose of preparing the annual report for 1991, we intend to follow the approach of the 1990

i.e. report,

to make it pithier and more readable. I have drawn up the

attached proposed outline based on the 1990 report with minor adjustment of the order of the sections. I have also indicated for each heading/sub-headin the officer who in my understanding has responsibility for the subject area, The purpose of this memorandum is to seek your comments on the proposed outline, particularly on appropriateness of the headings and sub-headings, whether
