In exercise of the powers conferred by Clause

XIV of the Hong Kong Royal Instructions 1917 1990, I

appoint

MARTIN JOHN LEWIS

Justice of the Peace, provisionally and subject to Her

Majesty's pleasure, to be an Official Member of the

Legislative Council of Hong Kong from 18 April 1991

during the absence from Hong Kong of the Honourable

Graham BARNES, Commander of the Most Excellent Order of

the British Empire, Justice of the Peace.

GIVEN under my hand and the Public Seal of the

Colony on 12 April 1991.
