I have the honour to inform you that I have appointed Mr. M.J. LEWIS, J.P., provisionally and subject to Her Majesty's pleasure, to be an Official Member of the Legislative Council with effect from 18 April 1991 during the absence from Hong Kong of the Honourable G. BARNES, C.B.E., J.P.

Mr. LEWIS' previous appointment referred to in my despatch CO 10/1136/74 IV dated 30 October 1990 expired on 12 November 1990.
