5. The number of offical members of LegCo will thus remain at ten. The appointment will of course last only until the end of the session. In September the number of officials in LegCo will be reduced to three: the three ex-officio

6. A biographical note on Mr Chan is attached. Mr Chan has been the Secretary for Trade and Industry for the past two years and should do well in his new capacity. Mr Chan is a highly respected local civil servant and is tipped to beocme the first Chinese Chief Secretary. The post of Secretary

for Education and Manpower has traditionally provided one of

the official members of LegCo.
