HONG KONG: APPOINTMENT OF AN OFFICAL MEMBER OF THE

LEGISLATIVE COUNCIL

Problem

1. The Governor has sought the Secretary of State's formal

approval for the appointment of Mr John Chan Cho-Chak as an

official member of LegCo from 13 June 1991.

Recommendation

I recommend that the Secretary of State's approval be

given. I submit a draft telegram.

Background

3.

Under the Letters Patent (VI) the appointment of offical

members to LegCo requires the formal approval of the Secretary of State. There is provision for ten official

members include three ex-officio members (the Chief

Secretary, the Financial Secretary and the Attorney

General). The seven other official positions are filled by

Policy Secretaries, primarily on the basis of the amount of business expected.

4. The proposed change to the official membership arises from the transfer of Mr Yeung Kai-Yin to Secretary for the

Treasury. The Governor proposes that his successor in the
