HKS reported that according to Government commissioned Consultants, delaying the railway link to the new airport by five years would cost the community $1.272 billion. A summary of their report said an eight-year deferral would mean a $6.55 billion "disbenefit" to the community.
In an inside-page lead, the Post said the Omelco member Daniel Tse urged the Government to scale down the new airport project and provide the finance itself in the face of China's opposition and to avoid further delays. The proposal, one of the options considered recently by Exco, appeared to be gaining support yesterday, on the eve of a visit by the Governor to Peking.

HKS said that members of the United Democrats of HK elected to Legco later this year would have to surrender their monthly Government allowance to the party for disposal. The chairman of the UDHK, Martin Lee, said that it would ease the party's financial difficulty.

SCMP in an editorial noted that the significance of the nationality package was not that 50,000 heads of household became eligible for the full British passports, but that the UK was discharging its sovereign responsibility for HK to the best of its ability under difficult circumstances.
