The CPG is even more likely to insist both on
a role in civil servants' appointments and on
nationality and "loyalty" checks for senior
appointments; and, as a result,

A civil service
"through train" would be
limited in the degree of career continuity it
provided and, thus, of restricted value in
protecting the civil service's morale.
THE WAY FORWARD
On this analysis, HKG should:
(a) Recognise that because both "sovereignty" and
senior PRC leaders' instructions are involved,
a civil service "through train" will be
to achieve, even in an attenuated
difficult
form;
