a role in civil servants' appointments and on
nationality and "loyalty" checks for senior
appointments; and, as a result,

protecting the civil service's morale.
THE WAY FORWARD
On this analysis, HKG should:
(a) Recognise that because both "sovereignty" and
senior PRC leaders' instructions are involved,
a civil service "through train" will be
to achieve, even in an attenuated
difficult
form;
