Over the last two years, PRC sources in Hong Kong

have sought to relay a series of messages which have been

more reassuring about continuity:

(a) Recognition of the crucial role played by the

civil service in Hong Kong's development;

(b)

Reassurances to

individual

senior

local

officers on

a personal basis that

services are valued by the CPG;

performance of senior HKG officials in order

to identify those suitable for senior SARG

positions; but

the SARG;
