Over the last two years, PRC sources in Hong Kong
have sought to relay a series of messages which have been
more reassuring about continuity:
(a) Recognition of the crucial role played by the
civil service in Hong Kong's development;
(b)
Reassurances to
individual
senior
local
officers on
a personal basis that
services are valued by the CPG;
their

(c) Suggestions that the CPG monitors
performance of senior HKG officials in order
to identify those suitable for senior SARG
positions; but
(e.g.,
(a) Indications that prominent United Front
personalities
LEUNG Chun-ying,
KAN
Fook-yee) can
expect to be rewarded with
appointments
to senior official posts under
the SARG;
(e) Hints that HKG should take the initiative in
raising the
civil service issue with the CPG;
