E. GOVERNOR'S SPECIAL RESPONSIBILITIES

(1) The Governor, acting in his discretion, shall be responsible for the conduct of any business of the Government, including the administration of any department of government, with respect to the following matters -

a) external affairs;

b)

defence, including armed forces;

c)

[d)

internal security;

the police]

(2) The Governor, acting in his discretion and with the prior approval of the Secretary of State, may delegate to the Chief Secretary or some other principal official designated by him after consultation with the Leader of Government Business such responsibility for matters relating to external affairs, internal security or the police as the Governor may think fit upon such conditions as he may determine.

(3) [Whether or not responsibility has been delegated under paragraph (2), the Governor may make provision for answering questions in/accountability to LegCo for matters within his special

responsibilities].
