INTRODUCTION

Leading Personalities Reports (LPRs) are required from all bilateral Missions (including non- resident Missions) and from Governors/Administrators of the Dependent Territories, except Hong Kong. The LPRs for the Soviet Union and China are prepared by Research and Analysis Department. In special circumstances this arrangement may apply to certain other countries (as it does currently for Cambodia and Laos).

Missions accredited to the United Nations or its subsidiary organs, and Missions in countries where headquarters offices of the UN or its subsidiary organs are located, should send reports on selected individuals (normally those filling the most senior posts) to UN Department at the same time as country LPRs are sent to the geographical department. UND prepare a consolidated United Nations LPR which is issued before the opening of the UN General Assembly each year.

UKREP Brussels prepare a LPR on the European Community.

Representatives to other international organisations need not compile LPRs unless specifically requested to do so.

SCOPE

LPRs are classified Confidential. They normally contain the following items in the order shown:

(a)

The biographical entries in alphabetical order.

(b)

A list of members of the government "as at [exact date]".

(c)

A list of senior ruling party secretaries/officers (where relevant). Asterisks can be used to indicate those with whom the real power lies.

(d)

A list of senior members of the Opposition or 'Shadow Cabinet' (where relevant).

(e)

A table showing the relative party strengths in Parliament (where relevant).

A glossary explaining initials, titles, local references and jargon words or phrases of particular significance used in the text of the entries.

Biographical entries should be concise. Fuller reports are required only for the key leading and influential personalities. They may include figures from politics, the Civil Service (especially those concerned with UK affairs) armed forces, industry, trades unions, religious organisations, the media and academic life. In non-communist countries a full LPR should cover significant personalities in communist and front organisations.

Heads of Departments should advise Posts without delay if the FCO consider that the content and overall balance of an LPR does not fully meet current operational needs or sufficiently reflect a changing or turbulent local scene.
