LEADING PERSONALITIES REPORTS (LPRS)

As you may be aware from your previous incarnation here, Diplomatic Service Procedure requires all posts, including Governors/Administrators of Dependent Territories, to produce LPRs except Hong Kong. With the advent of directly elected members to the Legislative Council, and the increasing frequency of Ministerial contacts with leading Hong Kong personalities, we wonder whether the time has not come to review Hong Kong's position.
We have been very grateful to receive your computerised print outs which detail the factual history of leading Hong Kong personalities. But the LPRs go further than this: they also supply a confidential assessment of the person's career, future prospects and personality. I attach a copy of DSP setting out what is required.
We appreciate that producing such LPRS would be a chore. But I wonder whether you think that the Hong Kong Government
We could cope with producing such notes on OMELCO members. believe that Ministers would find this very useful. And it is in our interests that when meeting such people, Ministers have an authoritative and easily accessible read-out on their standing, rather than relying on gossip or media reports.
