had no objection to any scheme that offers what is

in effect an "insurance policy": the provision of

residency/citizenship elsewhere to be exercised

only if necessary.

5. It goes without saying, however, that it

would place us in a very difficult position if the

assurances offered by such schemes turned out to

be bogus. The DTS must make every effort to

establish the bona fides of the organisers of any

passport/permanent residency certificate in return.
