1. Many thanks for your letter of 12 January

about the possible sales of Permanent Residency

Certifications to Hong Kong people seeking a safe

haven for flight before or after 1997. I have

consulted Hong Kong Department here on this.

2. It may be helpful to begin by setting out our

own policy over emigration from Hong Kong. I

enclose a copy of the statement which the

Secretary of State made in the House of Commons on

20 December giving the details of the package of

measures that the Government intend to introduce.

The aim is to give the key people in the public

and private sectors in the territory the

assurance needed to persuade them to remain in

Hong Kong. This ill take the form of full

British citizenship and will be awarded without

the beneficiary ever having to leave the

territory.
