1. We have learned from Hong Kong telno 3576 that

Mrs Rosanna Tam (OMELCO) plans to raise this issue once more

with Lord Caithness this week. The Governor has confirmed

this (Hong Kong telno 3614) and has suggested that she

should raise the point briefly in the margins of the

Secretary of State's dinner on 5 December.
