There will be a direction to the Governor from the Secretary of State made under section 1 (3) of the Act. The direction will set out the quotas for different categories of the scheme which may be utilised under the first tranche. A
direction is being prepared by Home Office counsel. quotas in the direction will be published in Hong Kong before the scheme is formally launched.

It is intended that the draft Order will be laid before both Houses as soon as Parliament returns on 15 October 1990.
