BRITISH NATIONALITY (HONG KONG) BILL [MONEY]: Queen's

Recommendation signified.

That, for the purposes of any Act resulting from the British Nationality (Hong Kong) Bill, it is expedient to authorise—

(a) the payment out of money provided by Parliament of any administrative

expenses incurred by the Secretary of State under that Act;

(b) payments into the Consolidated Fund.

CRIMINAL LAW

That the draft Drug Trafficking Offences Act 1986 (Designated Countries and Territories) Order 1990, which was laid before this House on 4th April, be approved.

The Instrument has not yet been considered by the Joint Committee on Statutory Instruments.

30 SELECT COMMITTEE ON LEGAL AFFAIRS

That in order to ensure proper Parliamentary scrutiny of Legal Affairs and to complete the structure of Departmental accountability to Parliament the Standing Orders be amended to include:-

There shall be a select committee appointed to examine the expenditure, administration and policy of the Lord Chancellor's Department, the Lord Advocate's Department, the Law Officers' Department and similar matters within the responsibilities of the Secretary of State for Northern Ireland.

31 REFORM OF COMMONS PROCEDURE

That this House is of the opinion that in order to make the proceedings of the House more effective, efficient and democratic, the recommendations of the outstanding reports of the Procedure Committee shall be put before the House in turn for decisions; and that the Standing Orders of the House should be amended so that:

(a) speeches in all debates are limited to ten minutes (excluding interventions), apart from one closing speech from each front bench which may extend to 20 minutes;

(b) all Members shall be treated equally and privy councillors shall be given no

preference in debate;

(c) a list of speakers shall be available prior to each debate;

(d) stages of Bills shall be timetabled including the setting up of a Business Sub-

Committee for each Standing Committee;

(e) the dates of sittings shall be agreed for the year on the first sitting day of each

year;
