That this House takes note of European Community Documents Pros. 5486/87, 5803/88, 4023/90 and 4024/90, relating to plant health; and supports the Government's intention to negotiate satisfactory arrangements to ensure effective measures against the spread of serious plant pests and diseases to the United Kingdom.

The Instrument has been referred to a Standing Committee on European Community Documents.

On Second Reading of the British Nationality (Hong Kong) Bill, to move, That this House declines to support the second reading of a Bill which makes no provision for the development of a fully democratic system of government in Hong Kong before the transfer to China, and makes no provision for the right of access to British Dependent Territories passport holders in Hong Kong who might wish to come to Britain.
