Why has a higher
Our scheme is likely to focus on people in their 30s and
40s, whose family size will tend to be larger than the
average. Our estimate of the most appropriate multiplier
takes account of this and of accretions through birth into
the next century. However, we are increasingly confident
that the multiplier of 4.5, which was implied by the Foreign
Secretary's illustrative estimate of 225,000 given in
December, represents an upper limit.
