Having signed the Treaty in 1984, there is very little Britain can do to maintain confidence in Hong Kong without China's active co-operation, which this Bill will offend. We can and should

make certain that a democratic government, legislature and judiciary are established so that they can administer Hong Kong effectively after 1997. The successful inauguration and working

of the new institutions is the only real guarantee of Hong Kong's future. To suggest or to reinforce fears that Hong Kong will not be successful either side of the 1997 divide by giving some of the most able and skilled a passport to leave undermines the determination to make the new Hong Kong work and the confidence

in its new institutions.

For these reasons we ask you to join us in defeating the Bill or persuading the Government not to introduce it.
